Bank Account Activation In Pakistan- Undertaking

Considering the difficulties faced by Non-Resident Pakistanis, The Consulate General has raised this issue with the State Bank of Pakistan who advised the banks to ensure compliance and extend maximum facilitation to Overseas Pakistanis.

1) State Bank of Pakistan has circulated its regulations to address the difficulties faced by local and overseas Pakistanis as follows:-

  • As per AML/CFT/CPF Regulations of SBP Regulated Entitles (Res) including banks (available at SBP website: https://www.sbp.org.pk/bprd/2021/CL1-Annex-B.pdf. Dorman or In-Operative Accounts is defined as “the account in which no transaction has taken place during the preceding one year”.
  • The Overseas customers of the banks can activate their inoperative or dormant accounts without visiting the bank branches. The para 24 of regulation 2 stipulates that:
           “Res may use the NADRA Verisys (System) and a formal request (through postal address or email address or registered mobile number or landline number) for activation of Dorman account by customers. They should retain the NADRA Verisys for record keeping requirements (digitally or hard copy).

 

2) The objective of making the status of dormant, is to protect customer against misuse of inactive account and prevention of fraud. These restrictions enable banks to determine bonafide of account holder and his/her mandate to operate the account.

3) Kindly prepare the following documents and approach the Consulate General of Pakistan either by walk in or book an appointment at our email address parepvancouver1@mofa.gov.pk.

a) Bank’s dormant Account Activation Form, dully filled in (It can be obtained from concerned bank branch in Pakistan)
b) Undertaking Form for Exemption of Biometric Verification and Contact Information Form (available on the Consulate’s website: www.pcgv.org)
c) Copy of Valid CNIC/NICOP
d) Copy of Pakistani Passport
e) Copy of PR Card/Canadian passport
f) Bank draft for a sum of C$20.00 in favour of “Consulate General of Pakistan”
g) Prepaid self-addressed registered return envelope

4) For any further difficulties being faced in activation of accounts, the account holder can approach the State Bank of Pakistan for facilitation on the following coordinates: –
